   a. Tatkal booking opens at 10 AM on the previous day of journey excluding date of journey from the train originating station.

   b. The reservation under this scheme is available only upto the time of preparation of charts. 

   c. The facility of change of name is not permitted on the bookings made under Tatkal scheme. 

   d. No duplicate Tatkal tickets are issued except in exceptional cases on payment of full fare including Tatkal charges. 

   e. The reservation under this scheme can be sought by full fare paying passengers only and no passenger holding concessional ticket is allowed to avail reservation under this scheme. 

   f. Tatkal tickets are issued only on production of one of the nine prescribed proofs of identity as mentioned below and passenger should carry the same proof of identity(in original) during the journey failing which all the passengers booked on that ticket are considered as travelling without ticket and charged accordingly:- 

Central Armed Police Forces (Assistant Commandants) Examination, 2011.

                        Based on the result of the Central Armed Police Forces (Assistant Commandants) Written Examination, 2011, held by the Union Public Service Commission on 9th October, 2011 and the Personality Test held in September-October, 2012, the following is the list, in order of merit, of candidates who have been recommended for appointment to:-

Subject: - Eligibility for allotment of General Pool residential accommodation, to the officers and employees of the Supreme Court Legal Services Committee (SCLSC).

   The undersigned is directed to refer to Department of legal Affairs ministry of Law & Justice Cabinet Note No. A-60011/57/2008-Admin.III (LA) dated 28.9.20l2 seeking approval of Cabinet Committee on Accommodation (CCA) for grant of eligibility to the officers and staff of Supreme Court Legal Service Committee (SCLSC) and to say that CCA has considered the matter in its meeting held on 09.10.2012 and has decided to declare the office of SCLSC eligible for allotment of General Pool Residential accommodation at Delhi. Accordingly, the officers and employees working in SCLSC at Delhi will be eligible for allotment of General Pool Residential accommodation on maturity of their turn in the waiting List subject to fulfillment of other usual conditions.

FACILITIES EXTENDED TO HANDICAPPED PERSONS IN RESPECT OF RESERVATION IN TRAINS.

FACILITIES EXTENDED TO HANDICAPPED PERSONS IN RESPECT OF RESERVATION IN TRAINS.

   (i) A reservation quota of two sleeper class berths has been earmarked in all trains running on non- suburban sections for handicapped persons performing their journey on handicapped concessional ticket. The person accompanying the handicapped person as escort is also allotted the berth out of this quota.

   (ii) Instructions have also been issued that in the tickets issued through Computerized Passenger Reservation System, to extent  feasible, one lower berth should be allotted to the handicapped person and the  person accompanying the handicapped person as escort should be allotted middle/upper berths near the handicapped person subject to availability of accommodation.

   (iii)After departure of the train, if there are vacant lower berths available in the train, and if any physically handicapped person booked on the authority of handicapped concessional ticket, who has been allotted upper/middle berth, approaches for allotment of vacant lower berths, the Conductor/Train Ticket Examiner (TTE) has been authorized to allot the vacant lower berth to them making necessary entries in the chart.

   (iv) Specially designed coaches known as SLRD coaches with wider entrance doors to allow a wheel chair to  enter, wider aisles and modified toilet with 4 berths, the lower two for physically challenged persons and upper berths for attendants have been attached in almost all Mail/Express  trains except Rajdhani, Shatabdi, Jan Shatabdi Express Trains and Duronto Express Trains.

   1. (i) This Scheme may be called the Employees’ Provident Funds (Fourth Amendment) Scheme, 2012.

       (ii) It shall come into force on the date of its publication in the Official Gazette.

   2. In the Employees’ Provident Funds Scheme, 1952 (hereinafter, referred to as the principal Scheme), under paragraph 83 relating to special provisions in respect of International/Workers.

       (a) in paragraph 69 of the principal Scheme" as modified by para 6 of aforesaid paragraph 83, for sub-paragraph (4), the following sub-paragraph shall be substituted, namely: -

   One of the Federations has sought clarification regarding revision of Breach of Rest Allowance at the revised rates of overtime for the period from 1.1.2006 onwards. It has also been alleged that Breach of Rest Allowance is not being paid on some of the Zonal railways w.e.f. 1.1.2006.

New Facility for Citizens to get Information about Polling Stations.

   New Facility for Citizens to get Information about Polling Stations, Electoral Rolls and Election Officers’ Names and Contact Phone Numbers on Maps on ECI Website.

   Election Commission of India in its constant endeavor to provide information and services to citizens in a hassle free manner has started a new service on the website of the Commission – www.eci.nic.in. Polling Station locations of National Capital Territory of Delhi and Himachal Pradesh have already been plotted on maps and can be seen by citizens when they visit the concerned page on the website of Election Commission of India. Polling Station locations of rest of the country are being plotted and will be available very soon on the website.

   A tab named “Information Linked to Polling Station Maps” has been provided on the left hand side panel of the website of the Commission. Citizens can visit the Polling Stations Maps page by clicking on this tab. Once on the page, citizens will see the names of States for which maps of polling stations are available. On clicking on the name of the State, the map page will open up.

   As per instructions issued under letter no.2006/TG-III/645/4 dated 23.10.2006, bedroll charges for Garib Rath Express trains are @ ` 25/- per bedroll. At present, these bedrolls are supplied to the passengers on demand and charges, collected separately from the passengers. Of late, frequent complaints are received from various sources regarding supply of used bedroll or half set of bedroll to the passengers, excess charging of passengers, non- issuance of receipt, etc. Apart from causing discontent amongst passengers, this also leads to loss of revenue to the Railways.

   Pension/family pension in respect of pre-2006 and post-2006 State Government pensioners/family pensioners was revised w.e.f. 1.1.2006 in Finance Department O.M.No.3667/F dated 19.1.2009 and Finance Department Resolution NO.3653/F dated 19.1.2009 respectively. Accordingly, Dearness Relief (TI) was allowed on such revision of pension/family pension in Finance Department O.M. No. 16065/F dated 10.4.2012 at the rate of 65% w.e.f. 01.01 .2012.

   Ministry of Finance, Government of India, Department of Expenditure in their Office Memorandum No.1(8)/2012-E-II(B), dated 28.09.2012 have enhanced the Dearness Allowance payable to the Central Government employees from existing 65% to 72% w.e.f. 01.07.2012.

   2. Now, considering the demand of the State Government employees, the overall financial resources and fiscal targets stipulated under Orissa Fiscal Responsibility and Budget Management Act, 2005, the State Government have been pleased to release additional dose of DA @ 7% enhancing the same from the existing rate of 65% to 72% on the Basic Pay and Grade Pay taken together w.e.f. 01.07.2012 in case of the State Government employees, who are covered under the ORSP Rules, 2008. This additional dose of DA will be paid in cash and can be drawn in the Pay Bill of October, 2012 payable in November, 2012 and onwards. Arrear from the month of July, 2012 to September, 2012 on account of the enhanced DA will be drawn and disbursed latest by 31.03.2013.

Tamilnadu Chief Minister anounces enhancement of benefits to Police personnel.

   Tamilnadu Chief Minister J Jayalalithaa today announced that the State government to provide double cots, cotton beds, pillows, bedspreads at a cost of Rs three crore to police personnel who are staying in Special Police Force and Armed Forces Quarters.

   She  announced a further hike in uniform allowance from Rs 200 to Rs 250.  Also the Chief Minister announced creation of 1116 vacant posts in the Prisons Department.

   An official press release here said, 'The police personnel have been working tirelessly to ensure peace and  harmony among people across the State. So, to give them the best and to motivate them, the Chief Minister J Jayalalithaa has been giving them a lot of concessions for them.'

   A total of 2, 055 double cots, 4,110 cotton beds, pillows, bedspreads at a cost of Rs three crore would be given to the police personnel.

   The Union Cabinet today revised the norms and enhanced rates of pension for widows and persons with disabilities.

   This is in fulfillment of the announcement made by the Finance Minister while presenting the Union Budget 2012-13 in the Parliament on 16th March 2012.

   In view of the above decision, 76 lakh Below Poverty Line (BPL) widows and 11 lakh below poverty line persons with severe or multiple disability would get enhanced amount of central assistance @ Rs. 300 p.m. This would be in addition to the contribution by the States. Further, 3.56 lakh BPL families will receive one time lump sum enhanced grant @ Rs. 20000/- in the event of death of the primary breadwinner in the family.

   Pursuant to 6th Pay Commission recommendations, Board vide letter No. E(W)97/PS 5-1/71 dated 31-8-2009 have issued instructions raising the income ceiling for grant of Privilege Passes/PTOs to dependent relatives of railway servants indicating that a dependent relative in reletion to a railway servant as defined in Para-2(C) of the Railway Servants (Pass) Rules, 1986 (Second Edition, 1993) shall be considered eligible for entitlement of Passes/PTOs if his/her income does not exceed minimum Pension/family pension i.e.` 3500/- and Dearness Relief thereon or 15% of the basic pay of the Railway servant, whichever is more.

Productivity Linked Bonus for Railway Employees.

Cabinet Decision

   The Union Cabinet today approved the proposal of the Ministry of Railways for payment of Productivity Linked Bonus (PLB) equivalent to 75 days’ wages for the financial year 2008-2009 for all eligible non-gazetted Railway employees (excluding RPF/RPSF personnel).

        The salient features of the PLB scheme evolved as a result of review of the scheme and approval of the Cabinet on 23.09.2000 and applied for making payment for the financial years 1998-99, 1999-2000, 2000-01 and 2001-02 are as under :-

a)       The output for a year is reckoned by the  equated net  tonne kilometres by adding together:-

(i)      Total goods revenue net tonne kilometres.

(ii)     Non-suburban passenger kilometres converted by a factor of 0.076.

(iii)    Suburban passenger kilometres converted by a factor of 0.053.

Frequently Asked Questions on New Pension Scheme.

1. What is the New Pension System (NPS)?

   The NPS is a new contributory pension scheme introduced by the Central Government for employees joined in Government Service on or after 1.1.2004. During the year 2009, the NPS was kept open for public.

2. Who is covered by the NPS?

   a. Employees who have joined central government service on or after 01 January 2004 including Railways, Posts, Telecommunication or Armed Forces (Civil), Autonomous Body, Grant-in-Aid Institution, Union Territory or any other undertaking whose employees were eligible to a pension from the Consolidated Fund of India., earlier.

   b. This contribution pension scheme is also open to any Indian citizen between the age of 18 and 55.

3. I am covered by the NPS. Can I contribute to the GPF?

   No. The General Provident Fund ( Central Service) Rules, 1960 is not applicable for employees covered by NPS.

4. I Am covered by the NPS. Am I eligible to Gratuity?

   No. You will not be eligible to Gratuity.

5. How does the NPS work ?

   When you join Government service, you will be allotted a unique Personal Pension Account Number (PPAN). This unique account number will remain the same for the rest of your life. You will be able to use this account from any location and also if you change your job. The PPAN will provide you with two personal accounts:

   1. A mandatory Tier-I pension account, and

MEMORANDUM

   The State Government pensioners and their family members are entitled to get the benefits of the West Bengal Health Scheme 2008 under the Finance Department’s Memorandum No. 3475-F dated 11.05.2009 and its related Government orders as subsequently issued. Now, the Governor is pleased to publish the following guidelines to be adopted for change of sanctioning authority in connection with medical benefits under the W.B.H.S. 2008 for the State Government Pensioners / Family Pensioners:

   (1) The pensioner / family pensioner who has already enrolled under the W.B.H.S. 2008 but likes to submit claims of medical benefits under the W.B.H.S. 2008 to an office as mentioned in para 2 of Finance Deptt. memo no. 10795-F(MED) dated 22.11.10 shall apply in Form VII (enclosed along with) only to his / her Pension Sanctioning Authority, who is the competent authority of his / her enrolment as per rule. On receipt of such Form VII the Pension Sanctioning Authority, after duly verifying the enrolment of the pensioner / family pensioner under the W.B.H.S. 2008 and his / her discontinuation of medical relief from the date of enrolment, shall, by an order forward all the copies of relevant documents duly authenticated as regards his / her enrolment under the W.B.H.S. 2008 along with authenticated copies of the W.B.H.S. Identity Cards and orders sanctioning medical facilities, if there be any, in respect of the pensioners / family pensioners, to the respective office, as mentioned in Form VII wherein he / she intends to submit claim for medical facilities.

Aided/Sponsored Educational Institutions etc .under D.C.R.B.’ 81 Scheme including the holders of provisional pension who retired prior to 30.09.2011 and also the Pensioners who retired or died after 30.09.2011 but prior to 01.09.2012 and whose basic pension plus relief on pension as on March 31, 2012 did not exceed Rs.22.000/- (Rupees Twenty two thousand) only and are not eligible to receive ad-hoc Bonus shall be paid an ex-gratia grant of Rs.900/- (Rupees nine hundred) only in lump per head irrespective of the amount of their monthly pension.

   2. The Government of India, in its Office Memorandum fourth read above has enhanced the Dearness Allowance payable to its pensioners / family pensioners from 65% to 72% with effect from 1st July, 2012. 

   3. Following the orders issued by the Government of India, the Government has now decided to sanction one additional installment of dearness allowance at 7% to the pensioners / family pensioners of the State with effect from 1.7.2012.  Accordingly, the Government sanction the  revised rate of Dearness Allowance to the State Government pensioners / family pensioners as
indicated below:-

   4. The Government also direct that the increase in Dearness Allowance shall be paid in cash to the Pensioners / Family Pensioners with effect from 1.7.2012.
 
   5.  While arriving at the revised Dearness Allowance, fraction of a rupee shall be rounded off to the next higher rupee if such fraction is 50 paise and above and shall be ignored if it is less than 50 paise. It will be the responsibility of the Pension Disbursing Authority including Public Sector Banks etc. to calculate the quantum of Dearness Allowance payable in each individual case. 

   6.  Pending formal authorisation by the Accountant General, the Dearness Allowance shall be paid straightaway by the Pension Pay Officer, Chennai-6, Treasury Officers and Public Sector Banks concerned.

   7.  This order will apply to the following categories of pensioners:-

   i) Government pensioners, Teacher pensioners of aided and local body educational institutions and other pensioners of local bodies.

   ii) The State Government employees who had drawn lumpsum payment on absorption in Public Sector Undertaking / Autonomous body / Local body / Co-operative institution and have become entitled to restoration of 1/3rd commuted portion of pension as well as revision of the restored amount.
 
   iii) Present and future family pensioners; In the case of divisible family pensioners, Dearness Allowance shall be divided proportionately.

   iv) Former Travancore-Cochin State pensioners drawing their pension on 1st November, 1956 in the Treasuries situated in the areas transferred to Tamil Nadu State on that date, i.e. Kanniyakumari District and Shencottah taluk of Tirunelveli District.
 
   v) Pensioners who are in receipt of special pensions under Extra-ordinary Pension Rules, Tamil Nadu and Compassionate Allowance.

   8. The expenditure on Dearness Allowance payable to the pensioners shall be debited to: 

   " 2071. Pension and Other Retirement Benefits - 01. Civil - 101. Superannuation and Retirement Allowances - I. Non-Plan - AC. Dearness Allowance to Pensioners - 03. Dearness Allowance (D.P. Code 2071 01 101 AC 0306)"

   The expenditure on Dearness Allowance payable to the family pensioners shall be debited to 

  " 2071. Pension and Other Retirement Benefits - 01. Civil - 105. Family Pensions – I. Non-plan - AC. Dearness Allowance to Family Pensioners of Tamil Nadu Government - 03. Dearness Allowance (D.P. Code 2071 01 105 AC 0308) ". 
 
   9. Orders regarding sanction of dearness allowance to the widows & children of the deceased Contributory Provident Fund / Non Pensionable Establishment beneficiaries of State Government and the former District Board who are drawing ex-gratia will be issued separately.
 
   10. The increased expenditure due to the sanction of Dearness Allowance in this order is allocable among the successor States as per the provisions laid down under the State Reorganization Act, 1956.

Subject: Preparation of panel for PPS of Select List year 2012. Calling for deficient APARs — regarding.

   The undersigned is directcd to say that this Department is in the process of preparation of proposal for regular promotions to the PPS grade of CSSS for the Select List year 2012. It is, therefore, requested that the below mentioned APAR and the requisite certificate in respect of PS of Select List year 2001 to 2003, for General category and upto 2006 for SC & ST categories, if not already sent, may kindly be forwarded to this Department immediately.

New Pension Scheme : Official amendments to the PFRDA Bill, 2011.

   Official amendments to the Pension Fund Regulatory and Development Authority Bill, 2011

   The Union Cabinet today approved the introduction of certain official amendments to the Pension Fund Regulatory and Development Authority Bill, 2011. These official amendments have been necessitated in view of the recommendations of the Standing Committee on Finance which has examined the Bill. Based on the recommendations of the Standing Committee on Finance, the Government has decided to accept the following:

   1. that the subscriber seeking minimum assured returns shall be allowed to opt for investing his funds in such schemes providing minimum assured returns as may be notified by the Authority;

   2. withdrawals not exceeding 25 per cent of the contribution made by subscriber will be permitted from the individual pension account subject to the conditions, such as, purpose, frequency and limits, as may be specified by regulations by the Pension Fund Regulatory Authority and Development Authority (PFRDA)

3. the foreign investment ceiling in the pension sector at 26 per cent or such percentage as may be approved for the Insurance Sector, whichever is higher may be incorporated in the present legislation;

   4. to establish a vibrant Pension Advisory Committee with representation from all major stakeholders to advise PFRDA on important matters of framing of regulations under the PFRDA Act.

   5. the membership of the PFRDA will be confined to professionals having expertise in economics, finance or law only.

   The New Pension Scheme (NPS) has been made mandatory for all the Central Government employees (except Armed Forces) entering service with effect from 1.1.2004. 27 State / UT Governments have notified NPS for their employees. NPS has been launched for all citizens of the country including unorgnised sector workers, on voluntary basis, with effect from 1st May, 2009. Further, to encourage people from the unorganised sector to voluntarily save for their retirement, Government has launched the co-contributory pension scheme titled "Swavalamban Scheme" in the Budget of 2010-11. As on 7th September, 2012 the number of subscribers under NPS is 37.45 lakh with a corpus of Rs. 20535.00 crore.

   In order to effectively invest and manage such huge funds belonging to a large number of subscribers and to ensure the integrity of the NPS, creation of a statutory PFRDA with well defined powers, duties and responsibilities is considered absolutely necessary and would benefit all NPS subscribers.

   The official amendments to the Bill will be moved in the next session of the Parliament.

   Background:

The following recommendations of the SCF have not been accepted:

   • As regards the recommendation of SCF for compulsory insurance of the funds of subscribers by pension fund managers, a provision has already been made in the PFRDA Bill, to protect the interest of the subscribers by ensuring safety of contribution of subscribers and also by keeping the operational costs in check,

   • As regards the selection of pension fund managers in such a manner that one third of all such fund managers are from the public sector, since a provision has already been made in the PFRDA Bill that at least one of the pensions fund shall be from the public sector which sets a floor, the ceiling can be any number based on objective criteria.

   The Pension Fund Regulatory and Development Authority Bill, 2005 was initially introduced in the Lok Sabha in March, 2005 to provide for a statutory PFRDA. However, since the Bill and the official amendments, based on the recommendations of the Standing Committee on Finance, could not be considered by the Lok Sabha, and the Bill lapsed on dissolution of the 14th Lok Sabha. The Government had announced in the Budget 2011-12 that the revised PFRDA Bill would be moved in Parliament. Accordingly, the PFRDA Bill, 2011 was introduced in the Lok Sabha on the 24th March, 2011 to provide for a statutory regulatory body, the Pension Fund Regulatory and Development Authority (PFRDA) under the provisions of the Bill. The legislation sought to empower FRDA to regulate the New Pension System (NPS). The PFRDA Bill, 2011 was referred to the Standing Committee on Finance on the 29th March, 2011 for examination and report thereon. The Standing Committee on Finance gave its Report on 30th August, 2011. Based on the recommendations of Standing Committee, a Cabinet Note, to introduce additional recommendations of the Standing committee on Finance was moved on 19th December, 2011. Since the PFRDA Bill, 2011 was deferred in the Winter Session of the Lok Sabha, therefore the Cabinet Note was withdrawn.
