   On the recommendation of the Health Benefit Advisory Committee constituted as per the provisions contained in item (ii) of Rule 4 of Rajasthan Civil Services (Medical Attendance) Rules, 2008, the State Government hereby includes the following two (2) hospitals, as “Approved Hospitals” as defined in Rule 3(7) of the aforesaid rules, in the Appendix - I of Rajasthan Civil Services (Medical Attendance) Rules, 2008 at Sr. No. 43 to 44:

Memorandum

   The State Government pensioners and their family members are entitled to the medical facilities of the West Bengal Health Scheme, 2008 under the Finance Department’s Memorandum no.3475-F dtd. 11.05.09. But like the State Government employees they are not allowed to claim medical reimbursement both from the medical Insurance Company as well as the West Bengal Health Scheme, 2008. Requests for extending the said benefit to the State Government pensioners / family pensioners are being received by this department from various corners.

ORDER

   As per the notification in the Government Order read above, Rule 60(a) & (c) Part I. KSRs were amended by withdrawing unification of date of retirement of Government employees and teachers as 31st March every year and enhancing their age of retirement from 55 to 56 years. It has come to the notice of Government that several officers, who were expecting retirement on  31.3.2012 were constrained to opt promotion date for fixation of pay under option (a) of Rule 28 A Part I, KSRs as there was no chance for accrual of increment in the lower time scale before 31.3.2012, which led to a reduction in pay and pensionary benefits. Since enhancement in the age of retirement provides the officers with a chance for accrual of increment in the lower post, they become eligible for exercise of option (b) for fixation of pay under Rule 28 A Part I KSRs. There are also cases of officers who preferred option (a) to option (b) in view of retirement on 31.3.2012 with the intention of enjoying the benefit of two increments during the full or part of the last ten months preceding 31.3.2012.

Due Date of E-Filing of Income Tax Returns for Assessment Year 2012-13 Extended up to 31st August, 2012.

   On consideration of the reports of disturbance of general life caused due to failure of power and further in consideration of the fact that the e-filing of returns for a specified category of individuals and HUF has been made mandatory, the Central Board of Direct Taxes (CBDT), in exercise of powers conferred under section 119 of the Income Tax Act, 1961, has extended the ‘due date’ of filing of returns of income for the Assessment Year 2012-13 to 31st August 2012. This has been done in respect of assesses who are liable to file such returns by 31st July 2012 as per provisions of section 139 of Income Tax Act, 1961 .

India Post Announces Special Discount of 6.5% on Gold Coins for Raksha Bandhan.


   For this Raksha Bandhan, India Post has announced a special discount of 6.5% on purchase of Gold coins.

   On 1st August 2012 any customer who buys gold from identified Post Offices in Delhi will get a special 6.5% discount of the day`s retail price on all denominations.This offer is available in all 31 Post Offices of Delhi indentified for the sale of Gold Coins.

All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of June 2012.


 

        All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of June, 2012 increased by 2 points and stood at 208 (two hundred eight).
        
          During June, 2012, the index recorded maximum increase of 8 points each in Mercara and Godavarikhani centres, 7 points in Puducherry centre, 5 points in Madurai, Howrah, Chennai, Lucknow and Warrangal centres, 4 points in 7 centres, 3 points in 13 centres, 2 points in 11 centres, 1 point in 18 centres. The index decreased by 2 points each in Ludhiana and Mysore centres and 1 point in 5 centres, while in the remaining 14 centres the index remained stationary.

Subject:- Distribution of Life Saving Medicines/Anti Cancer Medicines to CGHS beneficiaries in NCR towns at Wellness Center level.

   The undersigned is directed to refer to the subject mentioned above and to state that the Ministry has been receiving requests from CGHS beneficiaries residing in the NCR towns of NOIDA, Ghaziabad, Gurgaon and Faridabad, for providing the delivery of life saving medicines / anti cancer medicines at the CGHS Wellness Centre level as against the present system in which these are provided at the Medical Store Depot (MSD). Gole Market, New Delhi. In view of the hardships faced by the CGHS beneficiaries in collecting the above medicines, it has been considered sympathetically by the Ministry and it has now been decided to arrange delivery of the life saving drugs and anti cancer drugs to the CGHS beneficiaries in the above cities at the CGHS Wellness Centre level.

Train accident: 32 charred to death on board Chennai-bound Tamil Nadu express; railway minister hints at sabotage.

   NELLORE (ANDHRA PRADESH): Thirty-two people were on Monday charred to death and 25 others injured when a fire broke out in a coach of New Delhi-Chennai Tamil Nadu Express near here with railway minister Mukul Roy indicating that there could have been a blast.

   Additional DG railways VSK Kaumudi said that 32 bodies have been recovered so far from the charred S-11 bogie of the train.

   South Central Railway officials in Hyderabad said 25 people have been injured in the disaster and have been admitted to different hospitals.

   The Nellore station manager noticed the fire in one of the bogies of the train at 4.15am and alerted officials. Two fire tenders were rushed to the spot immediately to put out the fire and they managed to restrict the blaze to the S-11 bogie, they said.

   In Kolkata, the railway minister said, "Some of the injured passengers admitted to hospitals and a gateman at one of the level crossings near Nellore station heard a loud sound when the fire occurred in the coach".

   Roy said that the divisional railway manager had also said that there was a report of a blast even as the minister maintained that nothing can be "excluded" as to what caused the fire.

ORDER

   As per Government order read as 2nd paper above, Government have revised the pay and allowances of State Government employees with effect from 1-7-2009. The Registrar, Kerala Dental Council, in the letter read above, has requested to extend the benefits of pay revision introduced to the Government employees, vide Government order second read above, to the employees of Kerala Dental Council.

   2) Government have examined the proposal in detail and are pleased to revise the pay and allowances of the employees of Kerala Dental Council as detailed below as per Annexure I of G.O.(P).No.85/2011/Fin dated 26-2-2011. subject to the conditions specified hereunder.

Feedback of MACP Joint Committee meeting held on 27.7.2012


Meeting of the Joint Committee on MACPs Anomalies

   As decided in the National Anomaly Committee Meeting held on 17/07/2012, the DOPT held separate meeting with the Leaders of Staff Side at North Block, New Delhi, Room No. 190 on 27/07/2012. Shri.M.Raghavaiah, General Secretary, NFIR has participated in the meeting.

   Discussions were held on following issues:-

1. Grant of MACP in the promotional hierarchy :-
   The staff side insisted that option be given to individual employees in this regard to facilitate  him/her to opt for availing benefit of financial upgradation. After discussion it was agreed to examine in depth for finding solution.

2. Date of effect of MACP Scheme :
   The desirability of giving effect to the MACP Scheme w.e. f. 01.01.2006 will be examined.

NPS performed better that GPF in the last year.

   The three NPS managers handling the pension funds of Central and state government employees have delivered average returns of 9.33% in the past one year, outperforming the state-run government provident fund (GPF), employees provident fund (EPF) and the public provident fund (PPF). The three-year annualised returns are also quite decent at 8.47%, though not as spectacular as in the past one year.

   More than 16 lakh central and state government employees have almost Rs 8,500 crore invested in the NPS. This money is managed by three pension fund managers - SBI Pension Funds, LIC Pension Fund and UTI Retirement Solutions. Each of the three funds manages roughly one-third of the NPS corpus.

   Though three years is a very short time to judge long-term instruments such as pension funds, the impressive performance is likely to silence the criticism that NPS is not allocating enough to growth assets. Central and state government NPS funds can invest a maximum of 15% in equities. Even in NPS for the general public, where investors can choose their own asset allocation, a maximum of 50% can be put in equities.

Subject:- Review of three years time limit for making compassionate appointment.

   The primary objective of scheme for compassionate appointment circulated vide O.M. No. 14014/6/94-Estt(D) dated 09.10.1998 is to provide immediate assistance to relieve the dependent family of the deceased or medically retired Government servant from financial destitution i.e. penurious condition. The Hon’ble Supreme Court in its judgment dated 05.04.2011 in Civil Appeal No. 2206 of 2006 filed by Local Administration Department vs. M. Selvanayagam @ Kumaravelu has observed that “an appointment made many years after the death of the employee or without due consideration of the financial resources available to his/her dependents and the financial deprivation caused to the dependents as a result of his death, simply because the claimant happened to be one of the dependents of the deceased employee would be directly in conflict with Articles 14 & 16 of the Constitution and hence, quite bad and illegal. In dealing with cases of compassionate appointment, it is imperative to keep this vital aspect in mind”.

   The matter regarding enhancement of rate of fixed medical allowance to the State Government employees was under consideration of the Government. In supersession of this department office memorandum dated 18.8.2007, it has been decided by the Government to enhance the rate of fixed medical allowance from Rs.100/-P.M. to Rs.250/-P.M. This would be applicable to only those Government employees/pensioners who have opted for fixed medical allowance.

   To meet the shortage of doctors in Indian Railway Medical service, doctors from open market are engaged as Contract Medical Practitioners (CMPs). Such engagements are made for a maximum period of 8 terms with each term of engagement not being of more than one year and for each term contract being entered afresh. However, it has been observed that despite this scheme being in existence, there is still acute shortage of doctors in Indian Railway Medical Service because of high rate of attrition among CMPs and lack of sufficient response from doctors from open market for engagement as CMP.

Central employees demand seventh pay commission, march to parliament on 26th July.

   The Confederation of Central Government Employees will take out a march to Parliament on July 26, demanding constitution of the Seventh Pay Commission and dismantling of the new pension scheme.

   Talking to reporters in Chennai, general secretary of the Confederation M. Duraipandian said though the Centre had trumpeted that the Sixth Pay Commission had increased the salary of the employees by 28 to 40 per cent, increase in petrol prices and hike in the price of essential commodities had proved that salary hike was not adequate.

Income Tax Department Starts Two More Taxpayer Friendly Initiatives : ‘Register for Home Visit’ and ‘Online Tax Help’

   In order to make the Income Tax Return filing experience even more convenient, the Income Tax Department has started two more taxpayer friendly initiatives ‘Register for Home Visit’ and ‘Online Tax Help’. To avail these facilities, a taxpayer must visit the website www.trpscheme.com and take help of trained professionals either online or at their homes. The taxpayer can choose between ‘online help’ or ‘home visit’.

   On choosing the option of online tax help, the taxpayer can fill in his tax related query along with his contact details. The online query will be resolved by tax experts through Email or Phone within 24 hours.

Complimentary Railway Card Pass Facility Extended to ‘Civilian’ Recipients of ‘Chakra’ Awardees

                       The Ministry of Railways has decided that the civilian recipients of gallantry awards of Chakra series (namely Param Vir Chakra, Maha Vir Chakra, Vir Chakra, Ashok Chakra, Kirti Chakra and Shaurya Chakra) will also be provided 1st /2nd Class AC Complimentary Card passes on the lines as admissible to Defence awardees.  The procedure and other conditions for issue of such Card Passes to civilian Chakra awardees will remain the same as applicable to Defence awardees.

   This is regarding stepping of pay of promotee senior with reference to direct recruited junior appointed after 01.01.2006.

   1. The issue was examined in this office and referred to Ministry of HRD for clarification. Ministry of HRD vide letter No.F.3-43/2008/UT.2 dated 20th March 2009 has clarified that the stepping up of pay of the promotee senior with direct recruited junior appointed on or after 01.01.2006 may be agreed to subject to fulfillment of the following conditions:-

Notification

   The existing, retired State Government employees/ family pensioners, AIS officers rendering their services in our State and also retired AIS officers rendered their services in our State have been getting the benefit of medical treatment as provided in West Bengal Health Scheme, 2008. In terms of Finance Department Notification No. 8435-F (MED). dt. 298-0-2011, enrolment under the Scheme was open from 01-09-2011 to 31-03-2012. Now, the Governor is pleased to order that the existing, retired State Government employees, pensioners, family pensioners, AIS and retired AIS officers who have not enrolled their names under the West Bengal Health Scheme, 2008 may be allowed to enroll their names up to 31-03-2013 following the provision as laid down in the Scheme.

   2. The existing and retired employees as mentioned above not enrolling their names under West Bengal Health Scheme, 2008 by 31-03-2013 shall not be eligible to get the benefits of the Scheme in future.

   3. New entrants into Government service shall, however, be allowed to exercise option and complete enrolment under the Scheme within two years of their appointment into Government service.

   4. An existing or retired employee/ family pensioner, existing or retired AIS officer enrolled under West Bengal Health Scheme, 2008 shall not be eligible to be enrolled further if he/ she opts out of the Scheme for whatever reason.

   This will come into immediate effect.

Exemption of Salaried Employees from Requirement of Filing of Returns for Assessment Year 2012-13.


   Central Board of Direct Taxes (CBDT) vide its Notification No. 9/2012 dated 17th February, 2012 has exempted salaried employees from the requirement of filing the returns for assessment year 2012-13. The exemption is applicable only if all the following conditions are fulfilled:-

•    Employee has earned only salary income and income from savings bank account and the annual interest earned from savings bank account is less than Rs. 10 thousand.

•    The total Income of the employee does not exceed Rs. 5 Lakh (Total Income means Gross Total Income Less deductions under Chapter VIA).

Relaxation of condition relating to enhancement of age of superannuation of teachers in state institutions consequent of the implementation of the revised pay scales on the basis of 6th Pay Commission recommendations.


   The Cabinet today approved the proposal to relax the condition of enhancement of age of superannuation of teachers to 65 in state institutions for the implementation of the revised pay scales on the basis of 6lh Pay Commission recommendations and become eligible for receiving Central share of 80% of the arrear payment.

   It also decided that reimbursement of 80% of the Central share of the arrears be paid in 2-3 installments to those States who have already made the payment and submitted their proposals for reimbursements to the Central Government.

   The decision of Cabinet is expected to provide relief to teachers in State institutions with the payment of arrears. It will also benefit State Governments, who will be able to make the arrear payment in installments and also claim reimbursements simultaneously.

Out of turn promotion for sportspersons.


   The Union Cabinet today approved a policy to promote sportspersons for excellence in international sports events, by giving upto three out of turn promotions in their service career for winning medals in Olympic Games, Commonwealth Games, Asian Games and World Championships. The sportsperson winning a medal or more than one medal in a Game/Team Events/Championships in a particular year will be eligible for an out of turn promotion in that year. Further record-breaking medal winning performance in National Games will also be considered for one out of turn promotion during the service career. Two out of turn promotions will be given for performance as a Coach, if he/she has trained a sportsperson who wins a medal in international sports events.

Highlights of the 5th meeting of the National Anomaly Committee.


   5th meeting of the National Anomaly Committee was held on 17th July under the chairmanship of  Secretary, DoP&T.

   At the outset Com. Umraomal Purohit, Secretary, Staff Side, National Council(JCM), raised the following points:-

   He explained the background of setting-up of JCM Scheme and emphasized that the scheme has been effective to resolve the disputes between the Central Government employees and Government of India. But of late, the scheme is not been administered properly causing frustration among the Central Government employees.

   He reminded the Secretary, DoP&T that since he is the custodian of the scheme, it would be appropriate for him to see that the scheme functions both at the National and Departmental levels in its letter and spirit. 

   He said that the meeting of the Ordinary Meeting of the National Council, JCM(full-fledged meeting) was held on 15.05.2010 and after that no meeting has been held. He mentioned that, as per JCM Constitution, minimum 3 meetings should be organized after every 4 months.

Subject: Rates of room charges of Holiday Homes and Touring Officer Hostel under M/O Urban Development- Revision thereof.

   In supersession of this Directorate’s O.M. of even No. dated 30th January, 2012, the undersigned is directed to say that the rate of booking charges of rooms/suits in Holiday Homes, Touring Officers’ Hostels/Guest Houses under the control of Directorate of Estates have been revised with the approval of the Hon’ble Minister of Urban Development. The revised rate list on per day basis is enclosed for information and necessary action.

Modified Special Incentive Package Scheme to offset disability and attract investments in Electronics Systems Design and Manufacturing Industries.

                   The Union Cabinet today approved the proposal to provide a special incentive package to promote large-scale manufacturing in the Electronic System Design and Manufacturing (ESDM) sector. The scheme is called the Modified Special Incentive Package Scheme (M-SIPS). The main features of M-SIPS are as follows:
 
(i)           The scheme provides subsidy for investments in capital expenditure - 20% for investments in SEZs and 25% in non-SEZs. It also provides for reimbursement of CVD/excise for capital equipment for the non-SEZ units. For high technology and high capital investment units, like fabs, reimbursement of central taxes and duties is also provided.
 
(ii)          The incentives are available for investments made in a project within a period of 10 years from the date of approval.

PFRDA Issues Revised Set of Guidelines for Registration of Pension Fund Managers to Manage National Pension System for the Non-Government and Private Sector.

   The Pension Fund Regulatory and Development Authority (PFRDA) today issued a revised set of guidelines for registration of Pension Fund Managers (PFMs) to manage the National Pension System (NPS) for the non-government and private sector.

   The revised guidelines, available on PFRDA’s website www.pfrda.org.in, have done away with the earlier bidding process, wherein a pre-determined number of slots were bid for by the PFMs, and the fees charged by them for managing the pension funds had to be uniform for all players. The earlier process has now been replaced by a system which lays down the eligibility criteria for registration as PFMs, and all interested players desiring to enter the pension industry, can register as PFMs subject to their fulfilling the eligibility criteria. There is no limitation on the number of PFMs. Further, the PFMs are now allowed to prescribe their own fee charges, subject to an overall ceiling to be laid down by PFRDA. It is expected that this would provide for an economically viable business model for the PFMs attracting a fresh set of entrants into the pension industry, and the resultant competition would ensure market driven fee structures, which would work to the advantage of the pension subscribers.
