   The undersigned is directed to invite attention to this Directorate's OM No.12035/16/2010-Pol.II dated 22.12.2010, 24.8.2011 and 18.11.2011 regarding allotment of quarters through Automated System so as to bring transparency in the allotment of quarters, Recently, while reviewing the position of quarters, it was felt that the names of some non-serious applicants continue in the waiting list on year to year basis Such non-serious applicant neither update their data i.e., upgradation of pay by way of increment etc nor they give option for quarters. The Directorate of Estates finds it difficult to assess the exact requirement of quarters in each type because of such non-Serious applicants.

   2. It has, therefore, been decided that the names of such applicants who have neither updated their personal data nor opted for any quarters during the past one year, shall be automatically deleted from the waiting list. Such applicants, if they so desire, may get their names activated again by entering fresh updated data and thereafter by giving options for quarters of their choice. With a view to give sufficient publicity to the above said decision, it has been decided to implement the decision with effect from 1st of September 2012. All Ministries/Department of Government of India are requested to give wide publicity to this decision among their employees/officers so that they are able to take suitabIe action in time.

   The undersigned is directed to refer to this Department’s following orders for promotion of Section Officers of the CSS to the grade of Under Secretary on ad-hoc basis:-

(i) No.5/3/2010-CS.I(U), dated 26.05.2010;
(ii) No.5/3/2010-CS.I(U), dated 03.09.2010;
(iii) No.5/3/2010-CS.I(U), dated 11.11.2010;
(iv) No.5/7/2011-CS.I(U), dated 11.08.2011; and

   The tenure of ad-hoc appointment of the officers covered under the above orders which is upto 31.05.2012, is hereby extended upto 31.05.2013 or till the posts are filled up on regular basis, whichever is earlier.

   2. This order will be applicable to all such officers who are continuously holding the post of Under Secretary on ad-hoc basis as per aforementioned orders. This order will, however, not be applicable to those officers whose promotions were cancelled subsequently. The continuation of the ad-hoc promotion beyond 31.05.2012 is subject to the conditions as mentioned in this Department’s aforementioned orders.

   The undersigned is directed to refer to this Department’s OM of even number dated 20.01.2012 on the subject mentioned above and to say that the cadre units were requested to report any factual inaccuracies to this Department. Common Seniority List of PS grade upto Select List Year 2004 have been updated. Common Seniority List of PS Grade for the Select List Year 2005 has been prepared on the basis of (i) PSs of CSSS appointed against Seniority Quota for the Select List Year 2005 and (ii) PSs of CSSS appointed on the basis of the results of Limited Departmental Competitive Examination 2005 conducted by the UPSC.

   As the Railways are aware that in terms of instructions issued vide this Ministry's letters of even number dated 03.09.2009 and 07.06.2010 on the above subject, scheme for filling up of vacancies as may arise up to 31.08.2009 & 31.12.2011 respectively were circulated to the Railways. Further vide letter of even number dated 21.11.2011, the existing methodology to fill up the promotional vacancies has been extended till 31.12.2012 and vide para 2.1 of the letter ibid, contents reflected in para 2.3 of Board's letter of even number dated 03.09.2009 were deleted.

   2. On a reference from both the Federations, the matter was reconsidered by this Ministry and it has been decided to withdraw the para 2.1 of Board's letter of even number dated 21.11.2011, thereby restoring para 2.3 of Board's letter dated 03.09.2009. It is further advised that the Railways may fill the promotional vacancies as may arise up to 31.12.2012 keeping in view para 2.3 of letter dated 03.09.2009, if not assessed otherwise. Other stipulation made in the letter ibid shall hold good till further orders.

GPF and SDS Interest Rates Revised for the Financial Year 2012-13.

   Government of India has revised the Interest Rates for the financial year 2012-13 in respect of State PFs (GPF) and Special Deposit Schemes (SDS) for non-government Provident, Superannuation and Gratuity funds (SDS), 1975, from 8.6% to 8.8%  with effect from 01.04.2012. The funds concerned are:-

   Reference is invited to this Department’s O.M. of even number dated 16th February, 2012 and subsequent reminders dated 9th March, 2012 and 16th April, 2012 requesting all the Ministries/Departments to forward the DPC recommendations of regular & eligible Stenographers Grade ‘D’ belonging to UR category upto Select List 1995 and SC & ST category upto Select List 1999 covered within the range of seniority prescribed for promotion to PA Grade of CSSS against the Select List year- 2010.

   2. It has come to the notice of this Department that some of the officers who are covered within the prescribed Zone of Consideration but have superannuated/voluntarily retired/ resigned/ technically resigned, etc. between the period 1.7.2010 to 30.6.2011 and after 1.7.2011 have not been assessed by the DPC so far who could have otherwise been assessed for Select List year- 2010. Further, this Department has also not received DPC recommendations and other relevant information in respect of some of the officers who are currently serving due to various reasons such as non availability of ACRs etc. A list of names of the officers whose DPC recommendations have not been made available to CS-II is given at Annexure-I.

   3. The concerned Ministries/Departments are requested to place their case before the Departmental Promotion Committee to assess her/his fitness or otherwise for promotion to the PA Grade of CSSS and forward the recommendations of the DPC to this Department along with vigilance clearance latest by 30th May, 2012. Discrepancies in the list and names of any other officer who is eligible/covered for promotion to PA Grade but has been left out may also be brought to notice of this Department along with their DPC recommendations /vigilance clearance.

Subject: Children Education Allowance/Hostel Subsidy-Clarification.

   The undersigned is directed to refer to Department of Personnel & Training’s O.M.No.12011/03/2008-Estt.(AL) dated 2nd September, 2008 and subsequent clarification No.l2011/08/2010-Estt.(AL) dated 30th December, 2010 on the above subject and to say that this Department has been receiving various references seeking clarification whether fee charged by schools for teaching through audio-visual aids can be reimbursed. It is clarified that fee paid to the school for the use of any aid or appliances by the child is reimbursable.

   Hence, if fee is charged by the school for teaching through audio-visual tools, the same is reimbursable as “fee” mentioned in para 1(e) of the O.M. mentioned above.

Subject:- AC charges of room/suit of Holiday Homes/Touring Officers Hostels/Guest Houses and reduction in time for submission of application.

   The undersigned is directed to refer to Directorate of Estates O.M. of eyen No. dated 30th January 2012 regarding revision of rates of room charges of Holiday Homes and Touring Officer’s Hostels under the Ministry of Urban Development. It is stated that both types of room i.e. AC and Non AC rooms are available in Holiday Homes and touring Officers Hostels/Guest Houses. Accordingly, it has been decided to levy AC charges (wherever AC facility is available) other than VIP suits @ Rs. 30/- per day per room/suit of holiday homes/touring officers hostels’guest houses in addition to booking charges of room/suit. AC charges to be deposited with the booking charges of room/suit.

   2. It has also been decided to reduce booking time period from the present ninety das to sixty days for submission of application including online system of booking available on the website of Directorate of Estates i.e. www.holidayhomes.nic.in. bccausc of reduction of validity of Bank Draft/Pay Order by RBI. All others terms & conditions of booking will remain the same.

   3. The above changes would come into effect with immediate effect.

Recruitment against Physically Handicapped Quota- Launch of Special Recruitment Drive.

Ref:- Board’s letter No. E(NG)II/2006/RC-2/11 Pt. IV, dt. 1/5/12.

   In continuation with Board’s letter under reference on the above subject, following may be noted :-

   (i) With respect to indents notified by RRBs but not yet finalized, it is stated that since the process of recruitment has already been initiated by RRBs, no further action is required to be taken by the Railways/PUs.

   (ii) With respect to indents diverted from categories where 3 % was to be kept vacant, Railway needs to fill up the backlog vacancies in the original category if they have not yet been diverted and have not so far been notified. Also, if the
backlog vacancies has been diverted to other categories but is yet to be notified, such vacancies need to be filled up in the original category, as exemption has been denied by the M/o Social Justice & Empowerment. This will be similarly applicable for vacancies that have accrued after October, 2008 and indents sent to RRBs; applicable however, only for indents that have not yet been notified. For all diverted indents, whether part of backlog or current vacancies, which have been notified by RRBs in those categories only, no action be taken. In no case should the quantum of reservation exceed the prescribed 3%.

   (iii) In cases where short panel has been/will be received from RRBs, these will be dealt with in terms of stipulation made vide para 16 of DOP&T’s OM No.36035/3/2004-Estt. (Res) dated 29/12/05.

   (iv) As regards relaxed standards for physically handicapped persons, no additional instructions have been specified beyond the stipulations made in para 22 of DOP&T’s OM ibid.

Education Loans for Engineering Students.

   The India Banks’ Association (IBA) had circulated a Model Educational Loan Scheme for implementation to its member banks with broad operational guidelines. Banks may adopt the scheme with discretion to make changes as deemed fit.

   The scheme is for all Indian Nationals who have secured admission to professional/technical courses in India or abroad through an entrance test/merit based selection process.

   As per the scheme, the assessment of the educational loan is based on the employability and earning potential of the student upon completion of the course.

   This information was given by the Minister of State for Finance, Shri Namo Narain Meena in written reply to a question in Rajya Sabha today.

Sub:- Revision of pay and allowances in respect of employees of Public Sector Undertakings, Statutory Corporations/Boards, Autonomous Bodies, Development Authorities, Grant- in- Aid Institutions. Welfare Fund Boards. etc- Instructions - Issued

   As per Part II of Rules of Business of Government of Kerala, Finance Department is the authority in respect of pay revision and fixation, and as per rule 37(ii) Part I ibid. Finance Department is responsible for all matters relating to financial procedure and the application of principles of sound finance. It is noticed that many pay revision orders of Public Sector Undertakings, Statutory Corporations / Boards, autonomous bodies. Development Authorities ,Grant- in- Aid Institutions, Welfare Fund Boards, etc have been issued by Administrative Departments overruling the remarks of Finance Department. As a result, often serious anomalies and discrepancies occur in the orders revising the scale of pay which put extra financial burden on the state or public sector undertaking.

   2. It is therefore clarified that in future all pay revision orders in respect of those coming under Universities, High Court, Public Sector Undertakings, Statutory Corporations/Boards including Kerala Water Authority, Kerala State Electricity Board, Autonomous Bodies, National Judicial Pay Commission (NJPC), University Grants Commission (UGC). All India Council for Technical Education (AICTE), Development Authorities, Grant-in-Aid Institutions, Welfare Fund Boards, SLR/CLR/NMR/Farm Workers, staff associated with projects and schemes launched by the Government and all other grant receiving institutions and those which come under the direct control of the Government, will be issued from Finance
Department with the approval of the Council of Ministers, after examination of the proposal by the Administrative Department concerned.

Written Results of Central Armed Police Forces (Assistant Commandants) Examination 2011.

    On the basis of the results of the written part of the CAPF (ACs) Examination, 2011 held by UPSC on 9th October 2011, the candidates with the under-mentioned Roll Numbers have qualified for Physical Standards Test / Physical Efficiency Tests and Medical Standards Tests.  The candidature of all the candidates whose Roll Numbers are shown in the list is Provisional, subject to their being found eligible in all respects.  The candidates will be required to produce the original certificates in support of their claims pertaining to age, educational qualifications, community etc. at the time of the Personality Test.  They are, therefore, advised to keep the said prescribed certificates ready.
 
   The Central Industrial Security Force (Nodal Authority nominated by Ministry of Home Affairs) will intimate the candidates about the date, time & venue of the Physical Standards Tests/ Physical Efficiency Tests (PET) & Medical Standards Tests, to be conducted by them.  In case, any candidate does not receive the call letter for Physical Standards Tests/ Physical Efficiency Tests (PET) & Medical Standards Tests (MST) by the 1st week of June, 2012, they may contact the Central Industrial Security Force on Telephone No. 011–24361309 and 011-24307747 or on FAX No.011-24361309.

Payment of EPF.

   Employees of a liquidated company can file their claim for provident fund, duly attested by any of the following authorized persons:

    Member of Parliament;

    Member of Legislative Assembly;

    Magistrate;

    A Gazetted Officer;

    Sarpanch of the Village;

    Manager of the Bank in which the Bank Account of the claimant is maintained; and

    Notary Public, etc.

   As per the provisions contained in the Employees’ Provident Funds Scheme, 1952, claims of a member, completed in all respect, is to be settled within 30 days of its receipt in the office Employees’ Provident Fund Organisation (EPFO).

   This information was given by the Union Labour & Employment Minister Shri Mallikarjun Kharge in reply to a written question in the Lok Sabha today.

Resettlement of Ex-Servicemen.

Some allegations regarding running of resettlement schemes for Ex-servicemen by the officials of the Directorate General of Resettlement have been made by some individuals / agencies. The allegations are regarding availing of multiple benefits by some ESM in connivance with the officials of DGR.

These allegations were investigated by an In-house Enquiry Committee which submitted its report. The matter has been handed over to Serious Fraud Investigation Office (SFIO) under the Ministry of Corporate Affairs for a detailed investigation against the officials mentioned in the report of the In-house enquiry committee. However, to ensure more transparency in the functioning of the DGR`s organization, necessary instructions have been issued.

This information was given by Minister of State for Defence Dr MM Pallam Raju in a written reply to Shri Hamdullah Sayeed in Lok Sabha today.

Sub:- Recruitment under Liberalized Active Retirement Scheme for Guaranteed Employment for Safety Staff (LARSGESS) for the retirement/recruitment cycle of July - December 2011 — Clarification reg.

Ref: Board’s letters of even number dated 03.01.2012 and 14.02.2012.

   References have been received from some Zonal Railways and employees’ Federations seeking clarification on procedure to be followed in cases where PET had been completed or was under process for the retirement/recruitmt cycle of July - December 2011. Board has considered the issue and in order to streamline the procedure in regard to retirement/recruitment cycle of July - December 2011 under LARSGESS has taken the following decisions:-

   i. Those Railways who have declared results whether based on PET or without considering result of PET, should treat the result as final.

   ii. Those Railways who have conducted PET but are yet to publish the panel, should finalize the panel based on the PET result.

   iii. Those who have not yet held PET or have only scheduled PET, should cancel the PET and declare the result based on written examination only.

   iv. Those candidates who have failed PET and are declared/to be declared as failed, may be given another chance in January-June 2012 cycle where PET has already been dispensed with. However, such, relaxation in eligibility, if any, will be given by Board.

Subject: Recognition of Mascot Hospital & Research Centre, Gwalior (Madhya Pradesh) for treatment of Central Government employees under CS(MA) Rules, 1944.

   The undersigned is directed to say that a number of representations have been received in the Ministry of Health & Family Welfare for recognition of Mascot Hospital & Research Centre, Gwalior (Madhya Pradesh) for treatment of Central Government Employees and their family members under CS(MA) Rules, 1944.

   2. In view of the hardship faced by CS(MA) beneficiaries for their own treatment and the treatment of their family members at Gwalior (Madhya Pradesh), the matter has been examined in the Ministry and it has been decided to empanel Mascot Hospital & Research Centre, Gwalior (Madhya Pradesh) under Central Services (Medical Attendance) Rules, 1944.

   3. The Schedule of charges for the treatment of Central Government Employees and the members of their family under the CS(MA) Rules, 1944, will be the rates fixed for CGHS, Jabalpur. The approved rates are available on the website of CGHS (www.mohfw.nic.inl/cghs.html) and may be downloaded/printed.

   4. The undersigned is further directed to clarify as under:-

   (a) “Package Rate” shall mean and include lump sum cost of in-patient treatment//day care/diagnostic procedure for which a CS(MA) beneficiary has been permitted by the competent authority or for treatment under emergency from the time of admission to the time of discharge, including (but not limited to)-(i) Registration charges, (ii) Admission charges, (iii) Accommodation charges

New Health Insurance Scheme for Government Employees under Consideration.


   There is a proposal for introduction of a health insurance scheme for the central government employees and pensioners on pan-India basis, with special focus on pensioners living in non-CGHS areas. The proposal is to make this scheme voluntary cum contributory for serving employees & pensioners.  However, it is proposed to be made compulsory for the new entrants in Government service.
 
    The salient features of the proposed Health Insurance Scheme are as under;
 
·                     Optional for serving Central Government employees and pensioners including future pensioners,
·                     Compulsory for new recruits,
·                     Covers all the members of family as per CGHS norms,
·                     Sum insured – Rs. 5 lakh per year on a family floater basis,
·                     Corporate buffer of Rs 25 Crore to take care of cases exceeding Rs. 5 lakh,
·                     All pre existing diseases covered from the day one,
·                     Pre and post hospitalisation benefits available,
·                     Domiciliary Hospitalisation benefit,
·                     Maternity benefit upto two living children,
·                     OPD not covered however OPD consultations will be free,
·                     Payment of FMA for meeting OPD needs,
·                     Cashless treatment facility,
·                     Govt. to subsidise significantly the payment of premium,
·                     Employees / pensioners to contribute 20 to 30 percent of the premium,
·                     Identification of beneficiaries through a Smart Card.
 
 
 
   The proposed scheme will be an alternative to the CGHS and it will provide an option to the serving employees and pensioners to choose a scheme as per his/her convenience.
 
   The Scheme will have special focus on the pensioners living in non-CGHS areas who are getting Fixed Medical Allowance at the rate of Rs.300/- only per month to take care of their medical needs and have been demanding extension of CGHS or CS (MA) Rules to cover their OPD and Inpatient medical needs which is not feasible due to resource constraints.  The Health Insurance Scheme seems to be a viable alternative.  It will have additional implications, due to coverage of pensioners living in non-CGHS areas and not covered under any Government Scheme.
 
   The proposal for inclusion of the Health Insurance Scheme for the Central Government employees and pensioners in the 12th Plan has been moved by the Ministry for consideration of the Steering Committee on Health in the Planning Commission. On receipt of approval of Planning Commission, the proposal would be placed before the Expenditure Finance Committee and finally before the Cabinet for approval of the scheme. No strict time frame can be given in this regard.
 
   This information was given by the Union Minister for Health & Family Welfare Shri Ghulam Nabi Azad in reply to a Starred question in Lok Sabha today.

New Pension Schemes

   The Government has implemented the New Pension System (NPS) for Government employees who join Central Government (except armed forces) on or after 1st January, 2004.

   The NPS and the old defined benefit (DB) pension system are two different pension systems. Therefore, there can not be any comparison between the two in so far as the benefits to employees are concerned. The Pension benefits under the DB system are defined, however, under NPS the amount of pension would depend on the investment returns, the accumulation upto the age of retirement and level of annuitisation and type of annuity chosen.

   Some representations of Employees’ Associations have been received by the Government. The major reasons for its opposition by the Employees’ Associations are minimum pension, safety and returns on investment. Many measures have been taken to protect the interests of the NPS subscribers, like prescribing a flexible investment pattern, establishing a regulator in the form of the Interim Pension Fund Regulatory and Development Authority and creating the modern institutional architecture of NPS, which is low cost.

  There is no proposal from the Government to reconsider the NPS.

   This information was given by the Minister of State for Finance, Shri Namo Narain Meena in written reply to a question in the Lok Sabha today.

   Consequent to sanction of an additional instalment of Dearness Allowance vide this Ministry’s letter No. PC-VI/2008/I/7/2/1 dated 09.04.2012, the President is pleased to decide that the rates of Night Duty Allowance, as notified vide Annexures ‘A’ and ‘B’ of Board’s letter No. E(P&A)II-2011/HW-2 dated 29.11.2011 stand revised with effect from 01.01.2012 as indicated at Annexure ‘A’ in respect of ‘Continuous’, ‘Intensive’, ‘Excluded’ categories and workshop employees, and as indicated at Annexure ‘B’ in respect of ‘Essentially Intermittent’ categories.

   2. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
