REVIEW OF LTC POLICY

Will the Minister of PERSONNEL,PUBLIC GRIEVANCES AND PENSIONS be pleased to state:-
(a) whether the Government plans to review the Leave Travel Concession (LTC) policy to check bogus LTC claims, inflated air travel bills and foreign travels by the employees of the Central Government, State Bank of India and other PSUs as reported in the media;

(b) if so, the details thereof;

(c) if not, the manner in which the Government plans to check fictitious claims and streamline the working of private travel agencies; and

(d) the penal action proposed for violation of rules in this regard?

ANSWER

(a) to (d): Government of India formulates the policies and schemes keeping in mind the various service requirements of the employees and their welfare. Various Ministries/Departments & other independent agencies of the Government of India are responsible for the proper implementation of these policies. These policies are reviewed from time to time and also amended when situation demands.

In case of Leave Travel concession having any fraudulent activities coming to the notice of designated body/agencies, the irregularities are looked into in terms of Rule 16 of the CCS (LTC) Rules, 1988 and disciplinary proceedings are initiated against the Government servant on the charge of preferring a fraudulent claim which may result in imposition of any of the penalties specified in Rule 11 of CCS (Classification, Control and Appeal) Rules, 1965. During the pendency of disciplinary proceedings, the Government servant shall not be allowed the next two or more sets of LTC in addition to the sets already withheld.

Air India LTC 80 Fares updated as on January 2014

Air India has released Air India LTC-80 Fares with effect from January 2014.  LTC-80 fare rates gain significance among central government employees as they are eligible to travel by air only using LTC 80 while they avail LTC.

SAP90, SAP60, SAP30 , S30PP, SRT30, TAP14,TRT14,T14PP, TAP7, TRT7, T7PP Fares Levels are Advance Purchase Fares which are available for sale upto 90 days, 60 days, 30 days, 14 days, & 7 days respectively in advance before schedule date of departure of the flight.

Concessions To Airlines in North East Region

   The Minister of State for Civil Aviation, Shri K.C. Venugopal informed the Rajya Sabha today that Airports Authority of India (AAI) is already providing 25% concession in landing (excluding civil enclaves) and parking charges to the airlines operating in North Eastern Region. Further, AAI is also providing 50% concession for night parking of aircraft between 2200 hrs and 0600 hrs at AAI managed airports other than Chennai and Kolkata Airports.

   It has come to the notice that some Local Accounts Offices are not allowing LTC to travel by air from their place of posting (or nearest airport) to a city in the NER to the Mavls who are Non-Gazetted Group ‘B’ officers working in Ordnance Factories, in this connection Government of India, Ministry of Personnel, Public Grievances & Pension, Department of Personnel & Training, Estt. (A) Section, New Delhi OM No. 31011/4/2007-Estt.(A) dated 14-05-2008 regarding clarification of entitlement of travel by air to visit NER and order dated 09-04-2009 alongwith OFB,. Kolkata Note A/I (ID N. 01/CR/A/I/Vol.III/658/LTC dated 08-11-2013) regarding classification of the posts of MCM with reference to Grade Pays are forwarded herewith for information and necessary action of all concerned. As OFB Note specific on a particular post, i.e., MCM, it is directed to treat MCM posts as Group `B’ for all purposes including LTC and CGEGIS.

Subject: Air Travel on official account — Relaxation of government instructions regarding.
 
   Ministry of Finance (MoF) vide O.M. No. 19024/1/2009-E.IV dated 13.7.2009 inter alia envisaged that in all cases of air travel, both domestic and international, where the Government of India bears the cost of air passage, the officials concerned may travel only by Air India. For travel to stations not connected by Air India, the officials may travel by Air India to the hub/ point closest to their eventual destination, beyond which they may utilize the services of another airline etc. Department of Personnel & Training (DoPT) vide O.M. No.31011/2/2006- Estt.(A) dated 27th July, 2009  had extended the applicability of the MoF’s instructions for LTC purposes. MoF directed that in all cases of deviation of above instructions etc. individual cases be referred to the Ministry of Civil Aviation for relaxation.

Subject: Guidelines on Air Travel on Official Tours / Leave Travel Concession (LTC) – reg.

   Reference is invited to instructions issued by the Department of Expenditure, Ministry of Finance from time-to-time regarding the procedure for booking of air tickets on Government account. As per existing procedure Government officials/offices can book the air tickets directly from Airlines (at Booking counters / Website of Airlines) and if needed, by utilizing the services of authorized agents. viz. M/s Balmer Lawrie & Company Limited (BLCL) and M/s Ashok Travels & Tours (ATT) [Department of Expenditure OM No.19024/1/2009-E.IV dated 16/09/2010 refers]. Air tickets for travel on LTC, to a limited extent, can also be get booked through Indian Railway Catering & Tourism Corporation(IRCTC) [Department of Personnel & Training 0M No. 31011/6/2002-Estt.(A) dated 02/12/2009 refers].

Availing of LTC (Leave Travel Concession) in current block year.

   Everyone knows that all central government employees can avail LTC through their respective department and can use this opportunity for travelling to any part India. This concession can be availed in block years.  A block year consists of four calendar years. As far this block year is concerned, this year 2013 is the last year in this particular block year – i.e. 2010-2013.

   Employees can use this opportunity this year itself without waiting for an extension in the next year. In the last couple of years the block years were extended for another one year for the benefit of many of our employees who are not utilizing it properly. In JCM Meetings, Trade unions and Federations are demanding more facilities in LTC like Air Travel from anywhere in India. Now employees can travel to Jammu & Kashmir and North Eastern States by air. The government has informed that only about 20% of the employees are utilizing this concession.

   Going for vacation to different places with family and friends gives the entire family, a fresh atmosphere.  Mingling with friends and other people in different places nourishes our thoughts and minds. In foreign countries, going for a vacation is encouraged very much. To conclude, all central government employees should grab this golden opportunity to travel to any part our country and can enjoy their vacation.

   In terms of 38-A of CCS (Leave) Rules, 1972, a Govt. servant can be permitted to encash earned leave upto 10 days at the time of availing LTC. Subject : PAYMENT OF LEAVE ENCASHMENT AS LTC ADVANCE

Sir,
   1. I am directed to refer to GOI, MoD letter No.12647/Q Mov C/2610/D(Mov)/98 dated 11 Sep 98 as amended vide corrigendum No.B/33931/AG/PS-2(b)/3343/D(Mov)/99 dated 10 Dec 99 and GOI, MoD letter No.12647/LTC/Mov C/2970/D(Mov)/08 dated 17 Dec 2008 which authorise encashment of annual leave up to 10 days along with LTC to the extent of total 60 days in a career span to cover incidental expenses incurred on travel by service personnel.

   2. Since the Govt. orders do not specify the time frame to be maintained while disbursing advance payment of leave encashment with LTC, a clarification was sought by CGDA from DoPT.

   3. Now, DoPT vide their OM No.14028/2/2012-Estt-Estt.(L) dated 26 Jun 12 (copy enclosed) have clarified that the benefit of leave encashment on LTC may be allowed 60 days before proposed date of outward journey.

   4, In view of the above clarification by DoPT, sanction of competent authority is hereby accorded for extension of DoPT instructions dated 26 Jun 12 as in para 1 above for all service pers also.

   5. This issues with concurrence of Ministry of Defence (Finance/QA) vide their ID No. 9(2)/98/76/QA dated 11 Feb 2013.

Subject:- LTC entitlement of fresh recruits.

   This is regarding admissibility of All India LTC to fresh recruits, where the HQr’s and Home town happens to be same.

   2. In terms of Para 4 of DoP&T O.M.No. 31011/4/2008-Estt (A) dated 23.9.2008 —“fresh recruits have been allowed to travel to their home town along with their families on three occasions in and to any place in India on the fourth occasion in a block of four years reckoned from the initial date of joining Govt. service for the first time”.

   3. A reference has been received from one of the Controller office regarding admissibility of All India LTC to fresh recruits at anytime during the four year block.

   3. The matter was referred to MoD(F) to take up the matter with DoP&T who have since clarified that- “Fresh recruits would be entitled to All India LTC only in the fourth occasion i.e in the fourth year of a Block irrespective of whether their home town and HQrs are same or different . Thus they cannot avail All India LTC at random.”

   4. All Controllers are advised to regulate the claims accordingly.

Subject :- Regularisation of TA / DA / LTC Claims on account of journey performed by booking of tickets from an agency other than the authorized travel agents.

   Of late, cases for seeking relaxation to the guidelines laid down under GoI, MoF, OM No. 19024/1/2009-E.IV dated 16.9.2010 for regularization of air journey performed by staff / officers on account of TD / LTC / SPC are being received in this HQrs.

Tax exemption on Leave Travel Allowance(LTA)

   The Income-Tax Department allows you to claim exemption from tax on leave travel allowance only twice in a block of four calendar years.

   With the year end approaching, are you planning a vacation to use up the Leave Travel Allowance (LTA) your office offers? Good idea! But while you’re planning and packing for that holiday, spare a thought for what LTA means for your taxes. With that in mind, here are three aspects about LTA that you should keep note of.

EXEMPTIONS

   First and the most important is the tax exemption angle. If you have been thinking that the amount you get as LTA is tax-free all the time, you are not correct. The Income-Tax department allows you to claim exemption from tax on this amount only twice in a block of four calendar years.

Fare Rules:

   Fee for Refund/revalidation/re-issuance  is levied as detailed under:

   (i) First/Executive & Economy class under RBDs Y,B & M and LTC fares

   (ia) On Refund -  a processing fee of Rs.200 per coupon is levied.

   (ib) No re-issuance and revalidation fee is  applicable.

   (ii) Tickets issued  on fares  under RBDs H to T

   (iia) Refund – Permitted up to 1 hr before scheduled departure of the flight against a Refund Fee of -Rs.500/- per coupon .

Subject:- Mode of conveyance and entitlements on Leave Travel Concession.

   The undersigned is directed to say that the matter regarding modification in the mode of conveyance on Leave Travel Concession was under consideration of the Government for some time past. After careful consideration, the Governor, Himachal Pradesh, in partial modification of this Department’s OM of even number dated 8th December, 1998, is pleased to order that the Government employees while availing Leave Travel Concession will also be eligible to perform journey by using own car or Taxi with the stipulation that the re-imbursement of claim for performing such journey by above mode shall be restricted to the actual entitlement of bus/train Fare.

   This is further subject to the condition that the proof of journey shall be produced by the Govt. employee and the conditions prescribed in Para-3(i) of OM dated 8th December, 1998 referred to above are met with.

   These instructions shall be applicable with immediate effect.

Subject:- CCS (LTC) Rules, 1988 — Relaxation for travel by air to visit J & K.

   The undersigned is directed to refer to this Department’s O.M. of even No. dated 18th June, 2010 on the subject mentioned above and to say that the relaxation for LTC travel to visit J & K under CCS (LTC) Rules, 1988 is extended for a further period of two years w.e.f. 18th June, 2012 subject to the following conditions:

   (a) Travel by Air to continue to be in Economy Class only, irrespective of the entitlement of the officer.

   (b) The condition that air tickets can be purchased either directly from the Airlines (booking counters/website) or through authorized agents only viz., M/s Balmer Lawrie and Co. Ltd., or M/s Ashok Travels and Tours Ltd./IRCTC (to the extent IRCTC is authorized as per DoPT’s O.M.No. 31011 /6/2002-Estt.(A) dated 02.12.2009), would necessarily apply.

   (C) All other conditions prescribed in this Department’s O.M. dated 18.6.2010, read with O.M. dated 05.8.2010 and 25.8.2011 would continue to apply.

Relaxation for LTC travel by air to visit Jammu and Kashmir- Will it be extended ?

   Relaxation for LTC travel by air to visit Jammu and Kashmir may be extended

   The Central Government Employees had a great Opportunity to visit Jammu and Kashmir by Air through conversion of Home Town LTC. The family members of Central Government Servants, who visited this beautiful state which is named after the Heaven of Earth, enjoyed it very much as it was a wonderful Experience for them. All the dependents  of the Central Government Employees were excited for not only visiting this state, but the mode of journey they were entitled from their duty station or from Delhi/Amritsar to go to this lovely state is an experience like a dream come true. Each and every one who visited Jammu and Kashmir by availing this Concession are very much grateful to the Central Government and it will make them feel pride being a part of Government Service.

   As the last date of this concession for conversion of Home town LTC/ All India LTC to go to Jammu and Kashmir by Air closes by 18th June 2012, the central government employees, those who are not availing this LTC to Jammu and Kashmir Concession before this due date, are feeling misfortune when they were hearing their colleges Jammu Experience. So they should not be let down and they are eagerly expecting that the Government should however extend the relaxation for LTC to Jammu and Kashmir for further Two more years beyond 18th June 2012.

   Sources close to the Government told that Relaxation for LTC travel by air to visit Jammu and Kashmir may be extended for further two more years beyond 18th June 2012 and necessary order will be issued soon.
