Sanction of Dearness Allowance 8% to Odisha Government Employees with effect from 01.01.2013.

Sub: - Sanction of Dearness Allowance 8% to State Government Employees with effect from 01.01.2013.

   Ministry of Finance, Government of India, Department of Expenditure in their Office Memorandum No.1(2)/2013-E-II(B), dated 25.04.2013 have enhanced the Dearness Allowance payable to the Central Government employees from existing 72% to 80% w.e.f. 01.01.2013.

   2. Now, considering the demand of the State Government employees, the overall financial resources and fiscal targets stipulated under Odisha Fiscal Responsibility and Budget Management Act, 2005, the State Government have been pleased to release additional dose of DA @ 8% enhancing the same from the existing rate of 72% to 80% on the Basic Pay and Grade Pay taken together w.e.f. 01.01.2013 in case of the State Government employees, who are covered under the ORSP Rules, 2008. This additional dose of DA will be paid in cash and can be drawn in the Pay Bill of May, 2013 payable in June, 2013 and onwards. Arrear from the month of January, 2013 to April, 2013 on account of the enhanced DA will be drawn and disbursed latest by 31.03.2014.

   3. Payment of enhanced DA in cash @ 80% w.e.f. 1st January, 2013 to the State Government employees and employees of Aided Educational Institutions, drawing pay under ORSP Rules, 2008 will be at par with DA sanctioned by Government of India in Ministry of Finance, Department of Expenditure O.M. No.1(2)/2013-E-II(B), dated 25.04.2013.

   4. This additional dose of DA of 8% on basic Pay and Grade pay taken together w.e.f. 01.01.2013 and the manner of payment to the State Government employees as above is also applicable to the following category of employees covered under the ORSP Rules, 2008.

   All India Service Officers serving in the affairs of the State Government, for which G.A. Department will issue orders separately;

   The teaching and non-teaching staff of Universities who are in receipt of regular scale of pay for whom the State Government is bearing full salary cost. These also include Teachers of Universities who enjoy AICTE/UGC scale under ORSP (College Teachers) 2010 and Medical College Teachers under ORSP (Medical College Teachers) Rules, 2010;

   Subordinate Judicial Officers drawing their pay in accordance with Law Department Resolution No.8318/L dated 02.08.2010;

   Work-Charged employees drawing pay in regular scale of pay under the ORSP Rules, 2008; and

   Job Contract Workers of Consolidation and Settlement Organisation who are in receipt of fixed pay in regular scale of pay under ORSP Rules, 2008 and DA sanctioned thereon from time to time.

   5. DA in accordance with this Memorandum will also be admissible to the State Government employees who were in service on the 1st January, 2013 but have ceased to be in service at the time of sanction of this enhanced DA.

   6. The bill for drawal of enhanced DA @ 8% w.e.f. 01.01.2013 to the State Government employees and employees of Aided Educational Institutions, drawing pay under ORSP Rules, 2008 will be submitted to the Treasuries/Special Treasuries/Sub-Treasuries along with the Pay Bill for the month of May, 2013 payable in June, 2013 onwards.

ORDER:

   Government hereby order the revision of rate of Dearness Allowance sanctioned in the G.O. 2lst read above to the State Government employees in the Andhra Pradesh Revised Pay Scales, 2010 from 35.952% of the basic pay to 41.944% of basic pay from 1st January, 2012.

ORDER:

In the Government Order first read above, orders were issued sanctioning revised rate of Dearness Allowance in the pre-revised scales of pay to State Government employees as detailed below:-

   2. The Government of India in its Office Memorandum second read above has enhanced the Dearness Allowance to its employees who continue in the  pre-revised scales of pay from 127% to 139 % with effect from 1st January, 2012. 

   3.   Following the orders issued by the Government  of India, the Government sanction the revised rate of Dearness Allowance to the State Government employees who continue to draw their pay and allowances in the pre-revised scales of pay that was in existence prior to 01.01.2006 as indicated below:-

   4.  The Government also direct that the Dearness Allowance increase shall be paid in cash with effect from 01.01.2012.
 
   5.  While working out the revised Dearness Allowance, fraction of a rupee shall be rounded off to next higher rupee if such fraction is 50 paise and above and shall be ignored if it is less than 50 paise.

   6.  The Government also direct that the revised Dearness Allowance sanctioned above, shall be admissible to full time  employees who are at present getting Dearness Allowance and paid from contingencies at fixed monthly rates.  The revised rates of Dearness Allowance sanctioned in this order shall not be admissible to part time employees.

   7.  The revised Dearness Allowance sanctioned in this order will also apply to the teaching and non-teaching staff working in aided educational institutions, employees under local bodies, employees governed by the University Grants Commission/All India Council for Technical Education scales of pay, the Teachers/Physical Directors/Librarians inGovernment and Aided Polytechnics and Special Diploma Institutions, Village Assistants in Revenue Department, Noon Meal Organisers, Child Welfare Organisers, Anganwadi Workers, Cooks, Helpers, Panchayat Assistants/Clerks in Village Panchayat under Rural Development and Panchayat Raj Department.

   8.  The expenditure shall be debited to the detailed head of account `03. Dearness Allowance' under the relevant sub-minor, sub-major and major heads of
account.

   9.  The Treasury Officers / Pay and Accounts Officers are requested to make payment of the revised Dearness Allowance when bills are presented without waiting for the authorisation from the Principal Accountant General (A&E)  Tamil Nadu, Chennai-18.

Sir,
   I am directed to refer to Finance Department circular letter No. 4/1/2009- 5FR/404, dated 10th October, 2011 on the subject noted above and to say that the Governor of Haryana is pleased to decide that the Dearness Allowance payable to Haryana Government employees shall be enhanced from the existing rates of 58% to 65% of the pay w. e.f. lst January, 2012.

   2. All other conditions for payment of dearness allowance on revised pay scale contained in the instructions including FD’s letter No. 4/1/2009- 5 FR dated 12-1-2009 shall continue to be applicable while regulating dearness allowance under these orders.

   3. The additional installment of DA payable under these orders shall be paid in cash to all Haryana Govt. employees from April, 2012 i.e. for the month of April, 2012 paid in May, 2012.

   4. The payment of arrears of enhanced Dearness Allowance for the month from January, 2012 to March, 2012 shall be made in the month of May, 2012.

Subject:- Rates of Dearness Allowance applicable w.e.f. 01 .01 .2012 to the employees of the Central Government and the Central Autonomous Bodies continuing to draw their pay in the pre-revised scale as per 5th CPC.

   The undersigned is directed to refer to this Department’s O.M. of even No. dated 17th October, 2011 revising the Dearness Allowance w.e.f. 1.7.2011 in respect of the employees of the Central Government and the Central Autonomous Bodies who continue to draw their pay and allowances in the pre-revised scales of pay as per 5th Central Pay Commission.

   2. The rates of Dearness Allowance admissible to the above categories of employees of the Central Government and the Central Autonomous Bodies shall be enhanced from the existing rate of 127% to 139% w.e.f. 01.01.2012. All other conditions as laid down in the O.M. of even number dated 3rd October, 2008 will continue to apply.

   3. The contents of this Office Memorandum may also be brought to the notice of the organizations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.

ORDER :
   In the Government Order second read above, orders were issued sanctioning the revised rate of Dearness Allowance to the State Government pensioners / family pensioners as detailed below:-

   2. The Government of India, in its Office Memorandum fourth read above has enhanced the Dearness Allowance payable to its pensioners / family pensioners from 58% to 65% with effect from 1st January, 2012. 

   3. Following the orders issued by the Government of India, the Government has now decided to sanction one additional installment of dearness allowance at 7% to the pensioners / family pensioners of the State with effect from 1.1.2012.  Accordingly, the  Government sanction the revised rate of Dearness Allowance to the State Government pensioners / family pensioners as indicated below:-

   4. The Government also direct that the increase in Dearness Allowance shall be paid in cash to the Pensioners / Family Pensioners with effect from 1.1.2012. 

   5.  While arriving at the revised Dearness Allowance, fraction of a rupee shall be rounded off to the next higher rupee if such fraction is 50 paise and above and shall be ignored if it is less than 50 paise. It will be the responsibility of the Pension Disbursing Authority  including Public Sector Banks etc. to calculate the quantum of Dearness Allowance payable in each individual case. 

   6.  Pending formal authorisation by the Accountant  General, the Dearness Allowance shall be paid straightaway by the Pension Pay Officer, Chennai-6, Treasury Officers and Public Sector Banks concerned.

   7.  This order will apply to the following categories of pensioners:-

   (i) Government pensioners, Teacher pensioners of aided and local body educational institutions and other pensioners  of local bodies.
 
   (ii) The State Government employees who had drawn lumpsum payment on absorption in Public Sector Undertaking  / Autonomous body / Local body / Co-operative institution and have become entitled to restoration of 1/3rd commuted portion of pension as well as revision of the restored amount.

   (iii) Present and future family pensioners; In the case of divisible family pensioners, Dearness Allowance shall be divided proportionately.

   (iv) Former Travancore-Cochin State pensioners drawing their pension on 1st November, 1956 in the Treasuries situated in the areas transferred to Tamil Nadu State on that date, i.e. Kanniyakumari District and Shencottah taluk of Tirunelveli District.

   (v)  Pensioners who are in receipt of special pensions under Extra-ordinary Pension Rules, Tamil Nadu and Compassionate Allowance.

   8. The expenditure on Dearness Allowance payable to the pensioners shall be debited to: 

" 2071. Pension and Other Retirement Benefits - 01. Civil - 101. Superannuation and Retirement Allowances - I. Non-Plan - AC. Dearness Allowance to Pensioners - 03. Dearness Allowance (D.P. Code 2071 01 101 AC 0306) "

   The expenditure on Dearness Allowance payable to the family pensioners shall be debited to
 
" 2071. Pension and Other Retirement Benefits - 01. Civil - 105. Family Pensions – I. Non-plan - AC. Dearness Allowance to
Family Pensioners of Tamil Nadu Government - 03. Dearness Allowance (D.P. Code 2071 01 105 AC 0308) ". 
 
   9. Orders regarding sanction of dearness allowance  to the widows & children of the deceased Contributory Provident Fund / Non Pensionable Establishment beneficiaries of State Government and the former District Board who are drawing ex-gratia will be issued separately.
 
   10. The increased expenditure due to the sanction of Dearness Allowance in this order is allocable among the successor States as per the provisions laid down under the State Reorganization Act, 1956.

OFFICE MEMORANDUM

Subject:- Payment of Dearness Allowance to Central Government employees - Revised Rates effective from 1.1.2012.

   The undersigned is directed to refer to this Ministry’s Office Memorandum No. 1 (14)/2011-E-II(B) dated 3rd October,2011 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 58% to 65% with effect from 1st January, 2012.

   2 The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No. 1 (3)/2008-E-II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

   3 The additional instalment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

   4 These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

   5 In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and Auditor General of India.
