   In exercise of the powers conferred by the Article 145 of Articles of Association of the Bharat Sanchar Nigam Limited (BSNL), the President is pleased to approve the proposal of BSNL regarding the fitment formula as per Department of Public Enterprises OM No. 2(70)108- DPE(WC)-GL-VII/09 dated 02.04.2009, Accordingly, in partial modification of this Department’s Order No. 61-01/2009-SU dated 27.02.2009, the benefit of merger of 50% DA effectively amounting to 78.2% as on 01.01.2007 for the purpose of fitment in respect of the Board level & below Board Level executives and Non-Unionized Supervisors and Non- executives of BSNL is hereby allowed from the date of issue of this order.

   2. No arrears will be paid and the revised fitment on the basis of DPE OM dated 02.04.2009 will be paid with prospective effect only.

   3. BSNL has to bear the additional financial implication on account of revised fitment benefit for pay revision from its own resources and no budgetary support will be provided.

   4. All instructions/guidelines issued by DPE from time to time in this regard may be scrupulously followed.

   5. This has the concurrence of Internal Finance Division(TPF), Department of Telecommunications vide Dy. No. 05/171/PSF/13 dated 10.06.2013.

   Approval of the Management Committee of the Board is, hereby, conveyed for grant Child Care Leave to women employees of BSNL (absorbed/directly recruited/deputationists/ deemed deputationists) as per the provisions of DOP&T OM No.13018/2/2008-Estt.(L) dated 11.09.2008 and subsequent clarifications issued by DOP&T.

   2. These orders shall take effect from the date of issue.

Voluntary Retirement Scheme to BSNL, MTNL Employees.

   (a)&(b)    Department of Telecommunications (DoT) has received proposals of Voluntary Retirement Scheme (VRS) from BSNL and MTNL. Both Public Sector Undertakings (PSUs) have prepared their proposals with a view to reduce manpower expenses. The VRS proposal of BSNL and MTNL aims at reduction of 1,00,000 and 21,000 employees respectively. Both PSUs will be able to manage with reduced staff by way of greater utilization of Information Technology and re-engineering of business processes in tune with the current business environment.

   (c) During the last five years, BSNL has recruited 48 Deputy General Managers (DGMs), 628 Junior Accounts Officers (JAOs), 4171 Junior Telecom Officers (JTOs) and 7213 Telecom Technical Assistant (TTAs). The appointments are not in excess of BSNL’s requirement.

   Kindly refer to this Office letter No. 27-7/2008-TE-II dated 23/03/2010 regarding Non-Executive Promotion Policy (NEPP) for employees of IDA pay scales of NE-1 to NE-10 of BSNL and No. 27-7/2008-TE-II (Up-gradation) dated 11/09/2012 regarding modifications made in the NEPP for according Time Bound Financial Up-gradation to the Non-Executives working in the pay scale of NE-11. The matter of processing of cases of time bound upgradations in the case of employees involved in disciplinary cases has been reconsidered and it has been decided with the approval of

Sub: Special discount scheme for serving / retired Govt. / PSU employees and visually
impaired persons under postpaid Wireless Broadband Services (WiMAX) -reg. 

   Kindly refer to this office order of even No. dated 29.03.2012 vide which special  discount scheme of 20% discount on usage and rental under WI 750 and HOWI 750 plans  was provided  to Central Govt./ State Govt./PSUs employees, visually impaired, BSNL staff  and retired Govt./PSU employees under postpaid Wireless Broadband service (WiMAX) as a  regular measure.  In continuation of the same, now it has been decided by the Competent  Authority to offer the same 20% discount on usage and rental of WiMAX postpaid connections  under plans WI 220, WI 350, HOWI 999, as a promotional measure for 90 days with effect  from 1.10.2012.

SUB: Holidays to be observed in BSNL Offices during the year 2013.

   In accordance with Ministry of Personnel, Public Grievances & Pensions (Deptt. of Personnel & Training) O.M. No. 12/4/2012-JCA -2 dated 05.06.2012, it has been decided by the competent authority that the holidays as specified in the Annexure —I to this O.M. will be observed in all the BSNL Offices located at Delhi/ New Delhi during the year 2013. In addition each employee will also be allowed to avail himself of any two holidays to be chosen by him/ her out of list of Restricted Holidays in Annexure —II.

   2. BSNL Administrative Offices located outside Delhi/ New Delhi shall observe the following holidays compulsorily in addition to three holidays as per para 3.1 below:

2. INDEPENDENCE DAY
3. MAHATMA GANDHI’S BIRTHDAY
4. BUDDHA PURNIMA
5. CHRISTMAS DAY
6. DUSSEHERA (VIJAY DASHMI)

9. GURU NANAK’S BIRTHDAY
10. IDU’L FITR
11. IDU’L ZUHA
12. MAHAVIR JAYANTI
13. MUHARRAM
14. PROPHET MOHAMMAD’ S BIRTHDAY (ID-E-MILAD)

   3.1 In addition to above 14 Compulsory holidays mentioned in Para 2, three holidays shall be decided from the list indicated below by the Circle Heads of territorial circles in consultation with the Circle Staff Welfare Board and the representative Union and keeping in view the recommendations of the Central Government Employees Coordination Committee in the State Capitals. The final list applicable uniformly to all BSNL Offices within the territorial jurisdiction of the concerned State shall be notified and a copy endorsed to the Corporate Office within a period of 4 weeks of issue of this letter and no change can be carried out thereafter. It is also clarified that no change is permissible in regard to festivals and dates as indicated.

   3.2 No substitute holiday should be allowed if any of the festival holidays initially declared subsequently happens to fall on a weekly off or any other non-working day or in the event of more than one festivals falling on the same day.

   4. The list of Restricted Holidays appended to this O.M. is meant for BSNL Offices located in Delhi / New Delhi. The Heads of Territorial Circle in consultation with the Circle Staff Welfare Board and the representative Union and keeping in view the recommendations of the Central Government Employees Co-ordination Committee in the State Capitals may draw up separate list of Restricted Holidays keeping in view the occasions of local importance but the 9 occasions left over, after choosing the 3 variable holidays in para 3.1 above are to be included in the list of restricted holidays.

   5.1 For offices in Delhi/ New Delhi, any change in the date of holidays in respect of ldu’I Fitr, ldu’l Zuha, Muhurram and Id-e-Milad, if necessary, depending upon sighting of the Moon, would be declared by the Ministry of Personnel, P.G. & Pensions after ascertaining the position from the Govt. of NCT of Delhi.

   5.2 For offices outside Delhi / New Delhi, the Heads of Territorial Circles are authorized to change the date of holiday, if necessary, based on the decision of the concerned State governments / union Territories in respect of Idu’l Fitr, ldu’I Zuha, Muhurram and ld-e-Milad.

   5.3 It may happen that the change of date of the above occasions has to be declared at a very short notice. In such a situation, announcement could be made through T.V./ A.I.R. / Newspapers and the Heads of Territorial Circles may take
action according to suçh an announcement without waiting for a formal order, about the change of date.

   6. During 2013, Diwali (Deepavali) falls on Sunday, November 03, 2013 (Kartika 12). In certain States, the practice is to celebrate the occasion a day in advance, i.e. on “Narakachaturdasi Day”. In view of this, there is no objection if holiday on account of Deepavali is observed on “Narakachaturdasi Day” (in place of Deepavali Day) for the Offices in a State if in that State that day alone is declared as a compulsory holiday for Diwali for the offices of the State Government.

   7. BSNL Offices which include industrial, commercial and trading establishments would observe upto 16 holidays in a year including three national holidays viz. Republic Day, Independence Day and Mahatma Gandhi Birthday as compulsory
holidays. The remaining holidays/ occasions may be determined by respective heads of Circle themselves for the year 2013, subject to para 3.2 above.

Sir,
   I am directed to refer to your letter No TAC/SPL.CELL/II. PRC CLARIFICATION/ 2010 dated 21.01.2012 on the subject cited above and to say that method of fixation of Pay on Promotion in respect of Executives is regulated as per para 5 of BSNL office Order No 1-50/2008.PAT(BSNL) dated 05.03.2009.

   2. However, method of fixation of pay on promotion in respect of Non-Executives is regulated as per para of 3 3 of BSNL office order No l-l6/2010-PAT-(BSNL) dated 07.05.2010. The extract of the para is re-produced below:-

   3. The method of fixation of pay on promotion in respect of Executive & Non-Executives are different and therefore fixation of pay may be made as provided in the orders issued by this office.

Subject: Grant of revised rates of House Rent Allowance(HRA) to the staff posted at Saharanpur City (within its Municipal Limits) w.e.f. 01.12.2011—Regarding.

   The undersigned is directed to invite attention to the Department of Public Enterprises OM No, 2(70)/08-DPC(WC) dated 28-11-2008 and the Presidential Directives issued by the Department or Telecommunications vide their letter No 61.01/2009-SU dated 27th February 2009 and BSNL Office Order No. 1- 50/2008.PAT(BSNL) dated 05.03.2009 regarding payment of HRA on the basis of the population of the cities to the employees of CPSEs and to say that as per report based on Census-2011 received from District Census Officer. Saharanpur, the population of Saharanpur City has become more than five lakhs.

  2. The undersigned is directed to convey the approval of the competent authority for the payment of HRA @ 20% w.e.f. 01.12.2011 to all employees of BSNL who are posted at Saharanpur city (within the Municipal limits)
