ALLOWANCES  - Dearness Allowance in the pre-revised scales of pay - Enhanced Rate of Dearness Allowance from 1st January, 2012 - Orders - Issued.

ORDER:

In the Government Order first read above, orders were issued sanctioning revised rate of Dearness Allowance in the pre-revised scales of pay to State Government employees as detailed below:-

   2. The Government of India in its Office Memorandum second read above has enhanced the Dearness Allowance to its employees who continue in the  pre-revised scales of pay from 127% to 139 % with effect from 1st January, 2012. 

   3.   Following the orders issued by the Government  of India, the Government sanction the revised rate of Dearness Allowance to the State Government employees who continue to draw their pay and allowances in the pre-revised scales of pay that was in existence prior to 01.01.2006 as indicated below:-

   4.  The Government also direct that the Dearness Allowance increase shall be paid in cash with effect from 01.01.2012.
 
   5.  While working out the revised Dearness Allowance, fraction of a rupee shall be rounded off to next higher rupee if such fraction is 50 paise and above and shall be ignored if it is less than 50 paise.

   6.  The Government also direct that the revised Dearness Allowance sanctioned above, shall be admissible to full time  employees who are at present getting Dearness Allowance and paid from contingencies at fixed monthly rates.  The revised rates of Dearness Allowance sanctioned in this order shall not be admissible to part time employees.

   7.  The revised Dearness Allowance sanctioned in this order will also apply to the teaching and non-teaching staff working in aided educational institutions, employees under local bodies, employees governed by the University Grants Commission/All India Council for Technical Education scales of pay, the Teachers/Physical Directors/Librarians inGovernment and Aided Polytechnics and Special Diploma Institutions, Village Assistants in Revenue Department, Noon Meal Organisers, Child Welfare Organisers, Anganwadi Workers, Cooks, Helpers, Panchayat Assistants/Clerks in Village Panchayat under Rural Development and Panchayat Raj Department.

   8.  The expenditure shall be debited to the detailed head of account `03. Dearness Allowance' under the relevant sub-minor, sub-major and major heads of
account.

   9.  The Treasury Officers / Pay and Accounts Officers are requested to make payment of the revised Dearness Allowance when bills are presented without waiting for the authorisation from the Principal Accountant General (A&E)  Tamil Nadu, Chennai-18.

Remarks & Notings

   Bookings through Air India web site: 10% discount offered on the basic fares till 30th September,2012

   1. a) EAP14 & SAP 7 Fare Levels are Advance Purchase Fares which are  available for sale upto 14 days, & 7 days respectively in advance before schedule date of departure of the flight.

2. Taxes, Fee & Charges

   In addition to the above fares, Passenger Service fee, Airport Development Fee (wherever applicable) and Service Tax would be applicable.

   a) Passenger Service fee is Rs. 233 except  (a) Ex Jammu,Srinagar  Leh where it is 207 & (b) ex Bangalore, Hyderabad  & Kochi it is 225/-

   b) Airport tax (UDF)  ex  Hyderabad Rs. 484, Bangalore Rs. 260, Jaipur Rs. 150, Delhi Rs.225, Amritsar Rs. 150, Trichy Rs. 150, Vishakapatnam Rs. 150, Udaipur Rs. 150, Ahmedabad Rs. 124, Mangalore Rs. 150, Varanasi Rs. 150.

   c) Service Tax  would be additional as applicable.

3. Fare Rules:

   Fee for Refund/revalidation/re-issuance  is levied as detailed under:

   (i) First/Executive & Economy class under RBDs Y,B & M and LTC fares

   (ia) On Refund -  a processing fee of Rs.200 per coupon is levied.
   (ib) No re-issuance and revalidation fee is  applicable.

   (ii) Tickets issued  on fares  under RBDs H to T

   (iia) Refund – Permitted up to 1 hr before scheduled departure of the flight against a Refund Fee of -Rs.500 per coupon .

   Refund of No-show ticket, permitted  against a Refund Fee of -Rs.1500 per coupon

   (iib) Revalidation /re-issuance – Permitted up to 1 hr before scheduled departure of the flight against a Change Fee of -Rs.500 per coupon

   Revalidation of No-show ticket, permitted  against a Change Fee of -Rs.1000 per coupon

   (iii) Tickets issued  on fares under RBDs E & S

   (iiia) Refund  – Non-Refundable.

   (iiib) Revalidation /re-issuance – Permitted up to 1 hr before scheduled departure of the flight against a Change Fee of -Rs.750 per coupon

   Revalidation of No-show ticket, permitted  against a Change Fee of -Rs.1500 per coupon

Subject:- Annual Reports regarding Representation of SCs, STs and OBCs.

   The undersigned is directed to refer to this Department OM No. 43011/10/2002-Estt.(Res.) dated 19.12.2003 on the above noted subject, whereby all the Ministries/Departments were requested to provide information about representation of SCs, STs and OBCs as,on 1st January of every year in the prescribed proformae of Reports (Report-I & Report-II). It is found that information under the entry ‘Service’ in Report-II (Copy enclosed) regarding representation of SCs, STs, and OBCs in different grades of various Groups ‘A’ Services is not provided by most of the Ministries/Departments.

   2. It is requested that the entry regarding service of the Employees i.e. Indian Administrative Service (IAS), Indian Telecommunication Service (ITS), Central Secretariat Service (CSS), Indian audit and Accounts Service (IA&AS), Indian Postal
Service (IPS), Indian Revenue Service (IRS), etc. be properly be made in Report-II. An illustrative list of such services is enclosed. At the same time it is to be ensured that the reports duly filled with correct information may only be furnished to Department.

   3. It is further requested that duly filled Report-II about grade wise representation of SCs, STs and OBCs in various Group ‘A’ services under the Central Government as on 1.1.2009, 1.1.2010 and 1.1.2011 may be furnished to this Department at the earliest.

Subject:- Encadrement of posts into Central Secretariat Service/ Central Secretariat Stenographers’ Service/ Central Secretariat Clerical Service - policy reg.

   The undersigned is directed to invite attention to this Department’s OM No.21/7/2007-CS.I (Desk) dated 1.2.2010 (copy enclosed) on the captioned subject wherein it was stated that only the posts in the Ministries/Departments and participating attached and subordinate offices which are created with the approval of either the Cabinet or the Department of Expenditure would be encadred into CSS, CSSS or CSCS, as the case may be.

   2. From the proposals forwarded by the participating Ministries, it has been observed that some Ministries have created posts in the grades where there are already a large number of vacancies. In some cases the tenure of the proposed posts is not long enough by which the recruitment process can be completed to fill up the post. Due to this, there is unavoidable delay in the encadrement and filling up such posts. It has also been observed that on some occasions the Ministries have upgraded or abolished the cadre posts of CSS/CSSS/CSCS without the consent of CS Division to make the matching saving for creating other posts. Such upgradation/abolition of cadre posts by participating Ministries is not in accordance with the relevant Rules as only the Department of Personnel & Training has the authority vested in it for modifying the cadre strength of these services.

   3. The participating Ministries are therefore requested that CS Division may invariably be consulted prior to creation of posts, if encadrement in CSS/CSSS/CSCS is envisaged. Also, no proposal be initiated for upgradation or abolition of cadre post of CSS/CSSS/CSCS without the consent of CS Division. If allocation of posts by DOPT in any grade of the participating Ministry is in addition to its requirement, such posts may be intimated to DOPT which can be allocated to other Ministries. It is also informed that there is no provision in relevant Rules for permanent exclusion of any cadre post from the cadre of CSS/CSSS/CSCS and therefore none of the cadre post can be converted to or filled up by any service other than CSS/CSSS/CSCS.

   4. Ministry of Finance etc. are requested to keep in view the aforesaid instructions while approving the creation of posts. In the sanction order for creation of posts, the mode of filling up the posts i.e by encadrement into CSS/CSSS/CSCS may be clearly specified to enable quick processing of the matter.

Maternity Benefit Act, 1961

   Review and amendments of various labour laws is an ongoing process. The Maternity Benefit Act, 1961 was amended in 2008 by which for section 8, the following section was substituted:


   “8(1) Every woman entitled to maternity benefit under this Act shall also be entitled to receive from her employer a medical bonus of one thousand rupees, if no pre-natal confinement and post-natal care is provided for by the employer free of charge.

   (2) The Central Government may before every three years by notification in the Official Gazette increase the amount of medical bonus subject to the maximum of twenty thousand rupees”.

   The Central Government vide notification No. S.O. 2016(E) dated 11th August, 2008 increased the amount of medical bonus from Rs. 1000/- to Rs. 2500/-. Further, vide notification No. S.O. 2016(E) dated 19th December, 2011, the amount of medical bonus has been increased from Rs. 2500/- to Rs. 3500/-.

   This information was given by the Union Labour & Employment Minister Shri Mallikarjun Kharge in reply to a written question in the Lok Sabha.

Subject:- Modified Flexible Complementing Scheme based on 6th Central Pay Commission recommendations- regarding.

    Attention is invited to modified FCS for Scientists based on 6th CPC recommendations issued in this Department’s OM of even number dated  10.9.2010. In pursuance of amendment to Central Civil Services (Revised Pay) Rules,2008 vide Ministry of Finance (Department of Expenditure) notification dated  16th July, 2009, the entries "grade pay of Rs. 12000 or lower” in Para (i) of the scheme shall be substituted with “HAG scale of Rs.67000-(annual increment  3%)-79000”.

    2. Promotion of Scientists in Department of Space, Atomic Energy and DRDO would be in accordance with the provisions under the Merit Promotion Schemes in these Departments.
